The 1949-1951 charter reform effort was a continuation of a previous attempt to reform the charter ten years earlier that was stymied by the Republican state legislature. World War II delayed the renewed effort from 1939 to 1949. See Hoeber, Johannes U., “Philadelphia Carries On,” National Municipal Review XXVIII, 9, September 1939.
